Your statement is both correct and wrong. Heat is dissipated after it is generated. Some weapons generate heat while running (lasers), so some weapons DO COOL WHILE SHOOTING.
We already have the tabletop heat system. 30 heat was just the bad heat counter, you're all forgetting that. You had the heatsinks IN THE MECH, which soaked x heat before you even dealt with the heat counter. Unless you played some crazy version where you took as few sinks as possible, you always had a noticable buff above that 30 heat bar.
Bear in mind 30 heat in tabletop was 'probably dead, hard shutdown.' Meaning, you'd passed several 'blow up ammo' checks along the way, were slow as balls, and plus a billion to your target numbers. We have that in MWO too, it just kills you.
MWO's FIRST shutdown (you know, the one very few people effectively 'avoid') is the FIRST SHUTDOWN on the tabletop heat scale. The one almost everyone autopasses, which isn't coupled with an ammo explosion check. Granted, since we can't see a nice little paper chart, we might go WELL BEYOND that into 'rolling to not die and probably failing' country. That doesn't change the fact that heat RIGHT NOW works amazingly similar to tabletop.
It even flushes heat at the same rate - one heat per sink (or 1.whatever per DHS) per ten seconds.
