Edit (addition): It seems from the link below it is not HSR, but rather another optimization associated with 12 vs 12. And they have a patch in the pipeline. Packet loss seems to be the culprit, and a good wireless connection shouldn't have too much trouble with this. Speed or latency is more or less irrelevant. Though I suppose it is possible that MadCat02's problems stem from packet-loss due to his wifi, but I think that this would not be the normal situation.

What I am saying is that you Hypothesis is clearly and utterly incorrect, and is based on a set of erroneous fundamental assumptions and a incomprehension of how the internet and/or internet gaming actually works.
My latency is fine 10-40 ms.
My computer is as fast or faster than yours. Ivy Bridge i5, 16 GIG DDR3, GTX570.
My packet-loss could be better (my ISP is a bit brutal), but my connection is reasonably fast @ 12mbps. I can connect through a 300mbps wireless N or 1 gbps wired lan (both ~2 orders of magnitude faster than my internet connection). Both considerably faster than your 100mbps router.
I did not experience rubber banding FOR MONTHS prior to April. Now I do (not as bad as many). But it happens most games of MWO now. My connection has not changed. Much more likely than this game becoming "bigger" or requiring "better internet" is that something within HSR (or other optimization) is causing problems with clients. In fact, it would be absolutely foolish to release a patch designed to help slow connections (HSR), that requires a faster connection to play at all. It would be the ultimate gaming Catch 22 though...
Programming is hard, games are complex, crap happens. PGI generally gets things done, sometimes quickly, sometimes slowly. I'm sure 'this too shall pass', but I don't think people's complaints are unfounded.
