With all of the talk about changing the hardpoint system, I thought of this. Most of the changes I'm reading are very complex, which isn't bad of them, but will make it harder to do. In these threads, arguments against it often include references to other MW games where 16 mediums were possible. While I agree that would be completely over powered, I loved the imagery in my mind: huge volume of lasers.
From what I've read, people want more options without less options. We very rarely see the small laser, because even on the lightest mechs, the medium laser is just too much better for the same hardpoint and slot point.
My suggestion is to allow 2 small lasers in one hardpoint. This would give people a reason to use them. Inside of 90m, you could be more effective than a medium or large laser build. It would also encourage builds to use all 3 lasers, for multi-range operation.
I realize this is extremely simple, but that's why I think it could be done. If needed, the small lasers could be hotfixed to reduce their damage; although, I don't think it would be an issue. We all see the 4-6LL builds every day.
( 9 dmg x 4 large ) / 3.25s recycle = 36 dmg (11.08 dps) at <450m
( 5 dmg x 7 medium ) / 3s recycle = 35 dmg (11.67 dps) at <270m
( 3 dmg x 12 small ) / 2.25s recycle = 36 dmg (16.00 dps) at <90m
looks good to me.
BUT WHAT ABOUT THE 4P!?!?!
3 dmg x 16 small = 48 (21.33 dps) at <90m - generating 32 heat
compare to 6LL stalker
9 dmg x 6 large = 54 (16.61 dps) at <450m - generating 43.8 heat
Another thing to consider is heat, which would limit the sustainable dps of anyone boating small lasers.
With this change, we would see small lasers, but I for one, would still use the others. 90m is very close. How much punishment have you taken by then?
I guess the largest abuse of this I can think of would be the Jenner-F. 12 small lasers doing 16 dps at 151kph would be a little much.
Anyway, just an idea.

The small laser is fine as is. It's not the best weapon but it's very reliable for the weight if you have the extra space.
Many designs I've had to trim a ton from went from 2 Medium lasers to 2 Smalls, and the Smalls are surprisingly responsible for the finishing blow on about half my infighting targets.
They're no primary weapon by any means but if you're fairly mobile and have a ton and a few energy hardpoints, they're perfectly acceptable. 1 Crit is fair for their role, given they weigh so much less.
tl/dr: They are no MG or Flamer.
