I actually don't know if you already can do this, but I can't seem to figure out how, so I suppose you can't.
None the less, like in all other Mechwarrior games, I would really like to be able to target friendlies. Sure holding your targeting marker over them shows name and a status in %, but many times, when walking around with other mechs, I would like to know their full status, as well as their pewpew guns... Sometimes it's nice to know whenever that Catapult running right in front of ya is a LRM dude or a splatcat... just saying.
Yup, I would like to be able to target my own.

What a crazy idea. The next thing you know, we will be able to tell what our ENEMIES are equipping, just by targeting them. Oh, wait......

Only if we have the ability to treat that friendly as a hostile. If someone tries to lob Streaks or LRMs at me, I want the benefit of ECM if it's available. If I have Streaks, I want the ability to use them to defend myself from a hostile teammate.

If neither is able to target lock on weapons at a friendly, you wouldn't need to "defend yourself" by locking on to him. (Unless you are a LRM-only boat or Streakapult, in which case you deserve a fiery death, anyway)

I once got in a tangle with a "friendly" K2 with my D-DC. He had quad large lasers, I had 2 ER large, an AC10, and 3 Streaks. He out gunned me and was faster than me. I would dearly have loved to use my Streaks to defend myself. (I should have lost that little duel, but my heavier armor let me last long enough to take him down.)

Yes as long as it is only for that reason and not to improve your chances of taking down one of your own.

i'd like to press 'F' to target friendlies and 'R' to target enemies.

Yeah, I do not wish to target my allies, just see what they carry.
If I can target them, it increases the temptation for shooting at them more - and I do that enough already.
