Ok so I have to lvl 3 different chassis to unlock Elite, and Master, my question is, after i do this, if i sell the two mech's i didn't really want, will those efficiencies stay unlocked even though I no longer own those chassis?

Yes, the efficiencies stay unlocked after you sell the mechs.

Yes. Efficiencies you unlock remain unlocked, even if you sell the 'Mech. And they will still count towards Elite on the Chassis or Master on the weight class.

Also if you've already unlocked master on a weight class the next time you only have to do basic unlocking.
I'd already done ravens so when I wanted to do spiders I just had to suffer through the basics before I sold the V, that one was a real drag to grind up no bite at all.
