personally I kinda resent that "North Carolina to Conneticut" thing... Im' in GA and we get shatloads of em.

It's probably in reference to this particular hatch. There's 10 or so different 'hatches' that come out on different years. Your hatch is probably a different one.

I actually researched that meme, there are 2 kinds, Yearly and periodical. The yearly ones come out every year(duh) and the periodical ones come out once every 13 or 17 years like clockwork. These are brood 2, they come every 17 years.
