The Beagle Active Probe buff is a good thing. It will mitigate ECM use. It should probably be a soft counter, only countering one ECM in the area, or with some other restriction to make ECM remain viable.
But it would be a much better thing if it were restricted to Medium and Light 'mechs, with occasional exceptions.
BAP should not be a 1.5 tax on a streak boat. But it should make Mediums able to scout hunt effectively, using streaks and giving LRM boats an incentive to run Trebbies. Furthermore, if the BAP is restricted to the Medium class and lower, ECM will remain viable for its proper role, scouting and sneaking up on LRM 'mechs. Monstrosities like SteakCat will be avoided, and ECMers will be in their proper role, and BAP mediums will hunt them as they ought to.

Streakcats won't be an issue of Streak SRMs get an increase in cool down time and have their guidance fixed so that CTs don't get cored before any other location is even breached.
Fluff-wise, it makes sense for ECM, BAP, TAG, and NARC all to have hard points of their own (like AMS). Balance-wise, though, given the way PGI has implemented the various electronic warfare equipment, it is probably best that, with the exception of ECM itself, they be either unrestricted or limited by weapon hard points rather than having their own, far more limited hard points.

What you don't realize is, BAP lights can hunt ECM lights much better than any BAP mediums (mediums with their bigger profiles are bullet magnets). Also, Streakcats are actually not very scary if you learn to avoid it. Lights go 140 kph. Cats go 86 kph at most.
Another thing you (or some Streakcat players) don't realize is BAP IS A MUST on Streakcat. Why?
If the enemy mech simply shuts down, a Streakcat can't do anything to it. And I mean anything. Therefore BAP is vital to keep lock on the powered down mech thus you will actually be able to use your weapons.
It is crazy to think that SSRM function is so limited in use but it is.
