Pulse lasers right now seem to be only viable for those who aren't good at tracking with lasers and/or to fight light mechs.
My idea is to make them a staple in brawling.
Right now they fire around 5 pulses per shot and then they recycle. How about if you could fire them indefinitely? Like a machine gun? Of course because of their heat you won't be able to just hold the trigger.
Pulse lasers would have as usual less range. They would, per pulse produce less heat. Small pulse laser would produce little heat but they still have the least amount of damage and range.
So my idea is to make pulse laser fire as long as you can hold the trigger or blow up from overheating and to reduce the heat per pulse.

I suggest this: remove weight penalty (+2 tons) and heat penalty.

So you get slightly increased damage and improved duration for a slight reduction in effective hit range.
