Is it possible in MW:O to toggle chain fire on a group of weapons as oposed to simultaneous firing them?

I would define my groups, then map them to different joystick buttons. Then I could essentially chain fire by pressing each group button in turn.

MW4 makes me so angry that I can't (maybe the problem exists between the monitor and the chair, I dunno) set it up to only chain-fire my lasers on a mech with lasers and missiles.

Yes, you can do that in MW4.
I forget the exact key combination, being out of the mech for years... but I think you can probably just look it up in the options for the game.
There's some key that selects a specific weapon group.. First you do that. Then you hit some other key which puts that group into chainfire mode.
I used to run this all the time on my mechs.. Had two groups with all my missiles or lasers or something, and then another group which was set to chainfire them.

or ctrl c...
you could select a group and then chain it, and then select another and chain it as well, and both would remained chained....
'[' and ']' were used to cycle groups, iirc
this was included in mw4 mercs by default.... mw4 vengerance had it added in via an official patch
you could also rebroup your weapons mid game as well... only used that in probably 1 out of 20 games, but it had it purposes... lost a weapon and want more precise control over the reaminder, etc.
i hope that the weapons grouping/chaining in mwo is identical to mw4, except that i want each group to have a default mode of chained / unchained that is selectable in the mech lab....

Or setting a group with all weapons and mapping on a button.

Given that this is not an MMO, let alone an MMORPG, I wouldn't think so. At most you'll be with 23 other people at a given time. With the matchmaking type setup they've said they're doing having more channels that All, Team, and Whisper/Tell/PM seems a bit pointless.
EDIT: And maybe an /em or /emote, cause I'd pay to see a Hunchback and Atlas stop shooting each other to have a break-dancing contest.

grab yourself a razer naga mouse and just assign 1 weapon per group and have fine control over what weapons are firing

I am thinking more like an individual clan's/merc corps channel, to idle-in between matches, one where you can invite outsiders into. Wc3, had a decent system, where officers/leader could mod it.
Providing, theres a good showing of klan/merc tags ingame.
It's just good game design.
If you want to see a terrible take on communication, take a gander at at WoT.
What, I disliked about WoT, was all the premade chat channels with no one in it.
