This would give mechs with no sweeping arms, such as the Jagermech, Stalker, Cicada, Jenner, Raven and Catapult the ability to look up higher and lower on maps with very steep terrain (I.E., the Dessert, Alpine). It always urks me when I have the tatical height advantage and have a mech below me that's totally oblivious and I can't friggen target them! Even if your arms can look down that far, you can't see through your own HUD. Or take the CPLT-C1. Sure you can look at that DDC below you, but your TAG in the nose of your mech can't aim down that far to break the ECM. Perhaps with another 15% vertical movement on your chasse would alow you to rain down some support fire...
Problem. The problem with this change is this: There are 2 mechs (I belive it's just these two) out that have only Upperarm and Shoulder Actuators and yet -still- are able to move their arms left and right. While I'm of the mind that those arms should only be able to go up and down, I really don't care that much. Let the Yen Lo and 733c have their AC/20's. But leave those mechs with the "Arm Reflex" Efficiency still becuase they still have arms.
What do you guys think? Too OP? Nit-pick away.
