In the moment you fire them, then wait to recharge.
I suggest that you need to charge them (hold button down to charge, then release to fire).
They gain 0.33 damage and 0.08 (0.1 for erppc) heat for every 0.1 sec you charge them up to a max of 10 damage and 8 (10) heat after 3 seconds. The heat adds up after charge until you release the trigger.
Charging gives you 8 (10 for erppc) heat, for every second you hold your shoot after that you gain 0,8 (1 for erppc) additional heat.
This way the ppc become a real skill weapon you must think about to use it effective.
When the emp-effect kicks in is a question. At 100% charge only or do you charge the time of it up too?
Want more skill:
Reduce the damage for holding the trigger after recharge by 0,1 for every 0,1 sec, this way you have only a short window of opportunity to use them with full effect.
If you hold your shoot for 4 seconds (after full charge) you gain 3,2 additional (4 for erppc) heat and the damage is reduced to 6 ....
