You're mistake is expecting the PUGs to do anything tactical or more then what the PUGs do. They are there for the same reason you are. Just grinding out cbills and exp. Win, Lose, they get something either way. So they're going to derp out a bit. They aren't in groups either so they will not play seriously. They are there just to shoot mechs (friendly or enemy in some cases). This is assuming they aren't new. Newbies PUGs will do even more PUGish things. They simply don't know any better. Some care, most do not. They're the PUGs.
Don't expect PUGs to:
FIre on Spotted Targets
Run in Groups
Stop a Base Cap
Use a viable config.
Use weapons in optimal ranges
Not shoot you in the back
Not run in and die right off the bat.
