I really really really want just one ballistic assault mech. That's not too much to ask for, is it? The only mechs you can put more than an AC20 on are heavys (Jagermech, Cataphract) which just don't have enough armor to brawl with.
Atlas and Highlander (that I was looking forward too) have up to two ballistic hardpoints but uselessly in one torso or one arm. Are we ever getting a ballistic assault mech?

Yes, that mech is the Devastator. 50 damage at long range.

A 2xAC/20 Mauler would be a terrifying thing to behold. Afaik there aren't enough variants at the current point in the timeline to include this into the game.

What you want is the king crab, two AC20s one in each arm and space for a LL and LRM 15

When you want an AC20 on a Jagermech with an XL engine and C.A.S.E... if you get close enough to use it right you can't take more than two well places strikes to any part of your torso. Assault mechs have around 500 armor vs 300 points on a heavy.

You're asking for there to be no downside to rockin' two AC20's. If you want to brawl with a ballistic, use the Gauss. There is damn near no downside except that it's fragile. My Cataphract 3D set up is a trooper. I use it like the "Rifleman Class" would be used in "FPS's". No min range and no heat makes the Gauss the perfect weapon for a brawler in my opinion.

Good news! If you wait 30 days, the Victor is the first mostly-ballistic assault mech. Which I guess means you need to wait more, and post less.

Actually, there's only one victor that could dual mount AC/20's or Gauss, and then you'd have one torso and one arm mounted gun. I doubt we'll see the Victor with the leg mounted MGs. But it's still designed to be the ultimate brawler - it's mobile, fast for it's weight and packs a damn fine short range arsenal. In fact, the VTR-9B and VTR-9K could actually be used stock in MWO. Yeah, they'd be improved with DHS and more armour, but the stock version isn't going to gimp you. AC/20 or Gauss in one arm, 2 ML in the other and an SRM launcher is pretty respectable, especially on a jumping mech that can hit 70kph with speed tweak. 15 heat sinks will keep you cool, especially on the Gauss version. Remember that your JJ are better used for mobility and fast turning than poptarting and go hunting anyone slower or lighter than you.

The more I do some theory crafting with the victor, the more I think I'm going to love it.

Compared to the highlander: Jets are 1ton each, default cap of 4 for every chassis. Much higher engine caps.

I really am quite excited for the Victor. I'd love a faster assault that can run multiple heavy ballistics.
