I'm trying to think of a reason anyone would take a one shot weapon over it's normal counterpart that only weighs .5 ton more for the single ton of ammo. I can't come up with anything.

Periphery tech? The rocket laucher may possibly be considered "periphery" tech, but OS launchers came from the Houses.

I want a one-shot AC/20 launcher.
Just imagine it. You're in the middle of a brawl, and suddenly there's an Atlas! So you take careful aim, wait for the right moment, then -BAM-, a 14 ton cannon flies out of your 'Mech and smacks the Atlas in the face. He'd never know what hit him.

Actually, I can see adding them, provided PGI does one little thing:
Makes them not take up weapon hardpoints.

Well, people will want them to be effective and balanced when compared to everything wielded by both the IS and Clans. The whole premise behind Primitive Tech, and Periphery Tech is its worse than 3rd-4th Succession Wars tech, but cheaper and easier to maintain. Since there is no Periphery faction (yet) and no RR to worry about chances are we won't see steel-plated battlemechs, powered by diesel generators, armed with rocket launchers and heavy rifles. Imagine having one of those filling a slot in your pug drop... now imagine having to deal with the trial version of such a machine.

One-shot weapons are meant to be saved for critical moments in combat. They aren't meant to be wasted the first moment of battle, only a scrub Mech Warrior would do that if actually equipping it.
However, MWO also lacks a game mode to resupply at a base, making it a little more difficult.
Here is what the "Old Is The New New" CN9-H looks like:

All those boxes on the left torso, are 1 shot rocket launchers. 5 in total, that shoot 10 Rocket Launchers each that do 1 damage each.
I don't see an issue with one-shot weapons, starting with SRM's, for varieties sake. If people want to use them, then so what, let them. If you don't like them, then don't use them. Simple.

It may be asking a bit much but I think it would be cool if they'd fall off after use, to reduce the size of your hitbox (or at least the visible portion of it ).
