I can see why they'd be useful in TT, but...

well at least the name has been i'm not sur eif the stats used to be in there or if they've added the stats reccently *fingers crossed*

In the TT stats, a Large Laser is 8 damage and 8 heat. Blazer is 16 damage (+8) and 12 heat (+4).
As for tradeoffs, consider this:
Dragon 5N has 1 energy in the left arm and 1 in the left torso. Rather than using a Large Laser in both locations and having to worry about accuracy differences, a Blazer in one location would have the same damage, with less heat and weight. You could then add a Medium laser to the other hardpoint and use them separately.
Most Cataphract variants have single energy hardpoints in the arms and torsos. The Catapult K2 has 1 energy hardpoint per arm. The Atlas D-DC has a single energy hardpoint in each arm. Both ballistic Blackjack variants have a single energy hardpoint per arm. Several Awesome variants have single energy hardpoints in different locations. I could go on.
All of these 'Mechs could make good use of placing the firepower of 2 large lasers in a single hardpoint. Despite its reject status in TT, it could be approaching overpowered in MWO.

Earlier runs of Tactical Operations contained an error that switched the heat and damage values of the Binary Laser Cannon and gave a wrong Battle Value 2 rating. The correct stats are: Damage (12), Heat (16), BV2 = 222.[1]

Ah. In that case, never mind. It would remain useful for 'Mechs with very few energy hardpoints, but basically worthless beyond that.

Based on the current numbers of the weapons, the specs would probably look like this:
Damage - 13.5 (14 max?)
Heat - 12 (perhaps as much as 14?)
It sounds interesting, but wholly limited on paper.
It does have the potential to supplant the regular PPC and the ER Large. The ER Large IMO suffers from heat (it's not really quite there yet) and the regular PPC has min range problems...

2 Large Lasers will always be better than a Blazer; but it will have its uses.

I remember the LT from other MW games, but as I'm not a TT player, no idea what the others are...
Of course, they may never be in the game either. I see something in there for PPC Ammo (!), which I don't see happening.

Also, they claimed they won't "split crit" stuff, but its obvious they'll have to or will if considering things like Long Tom's and Arrow IV Artillery. Plus, with the Victor they have future money potential down the road to add the Victor St. James as a "Hero" Mech. The answers regarding King Crab and split crit in the ATD's were basically, just that, non-answers.
