The most popular ballistic mech in the heavy range is the JaegerMech, which is what they're for.
You can get a Cataphract (one of them jumps), but the problem is their arm mounted guns are slung down so low you pretty much have to wade out into the open to fire them, although their energy weapons in the torso are mounted up high making which makes up for that. Then again, their is also the torso mounted gun.
A JeagerMech's normal loadout is an AC-2 and an AC-5 in each arm, but that doesn't really work that well as the standard armor is pathetically weak. You need to upgrade that.
They also can run the infamous double AC-20 build with an XL engine.
One more mech to talk about is the oddball, the Flame variant of the Dragon. It has a ballistic, but not where you would expect it. The gun hardpoint is in the left torso, mounted very high up (it is really tiny looking). You can put an AC-20 in there, and when people see you have it, they naturally tend to try and shoot off your right arm where all other versions of the dragon would have it. The downside is that the Dragons tend to be hit in their center torso quite often with that long nose cone belly of theirs, although my brother also thinks that gives them a free pass to always use and XL engine. If your center torso is the location that is always hit, then it doesn't have any downside to running an XL engine.

If you want to use ballistics jagers are the better choice, I enjoy my cataphracts alot but the raised arm's on the urbies big bro means less exposure to return fire.

Yagers are amazing. The Phract can mount slightly more weaponry, but the Yager has the best arm placement to utilize what it has. You can always shoot at what you can see - so unlike the Phract, you don't run the risk of your pesky kneecap guns blowing holes in the dirt.

Since the Rifleman (1) won't ever be in the game, you can still make loadouts based on it. The Jager is the successor variant anyways.
So here is a Jager based on the Rifleman-3C: JM6-3C
I have been testing this (and the AC/10's). It is far less of a glass cannon than the 2xAC/20 Jager. You can stagger fire 2xAC/10's the same way PPC's used to be before they changed PPC back to 4s CD. Just stay away from strapping LB 10-X on anything, since it is still useless until they up its damage and make it a sniper autocannon.

People run the FireBrand hero Jeagermech as the Rifleman. It actually works pretty well.
Bizarely the AC-5's are the coolest running of the four autocannons, so they become your go-to weapons when close to shutdown and still want to shoot while you wait.
Besides, dying with a half load of ammo in your bins is sad. It is better to have given it to your enemy first.

Depending on exactly how much ballistics you want, the Catapult K2 is a reasonable option. Can get a pretty good mix of ballistics and energy on that chassis.

You can also try the Catapult K2 with dual uac5 and 4MPL. Paired with xl270, 5 tons ammo, DHS and endo...i particularly like that build.
