Which is to say that it's not based on mech engine, but mech speed, which is engine/tonnage*16.2.
I suppose it's easy enough to confirm, get a hunch and an atlas, set them both to 48kph via engines, and time their traverse in the testing grounds where there are no pilot skills.
Weight is also a factor. Think of it this way. Take a 300 HP engine and put it into a Ford Mustang and a GoKart. Obviously the GoKart will accellerate and turn faster. The Atlas and the QD have the same engine size, 300, but the QD is only 60% the weight of the Altas therefore the 300 engine can turn and accellerate it faster. Same thing with JJs. Put 5 JJ on Heavy Metal at 90 tons and then 5 JJs on a Jenner at 35 tons. Heavy Metal takes forever to get off the ground while the Jenner will soar.
