Elo is the surname of a fellow who created a formula for ranking competitors in chess games. But here on the forums it refers to the hidden ranking system that determines who you get matched up with and against in a game, which is supposedly based on the Elo system.
Meta is a greek term. But in English it is typically used for such ideas as 'about, but outside of' or 'after' or 'concurrent with but seperate from'. Meta-game is 'The game about the game'. It's not the played game itself, but it's a seperate, concurrently played game where you might try to improve your odds in the game being actually played by bringing to the game better tools or options that you assume your opponents may not be prepared to deal with. For example, if we were playing Magic the Gathering at a tournament, and a certain deck is very common, I might choose to bring a deck that specifically beats down that other deck, even if it has a lot of glaring weaknesses, and hope that this "meta-game" choice will ultimately result in success. As another example, Rock Paper Scissors is a game. But if you have a friend and you know he picks paper all the time, you might choose Scissors to attempt to beat him. This second part of the game that you are considering beyond just making a symbol with your hand is also a meta-game. The term is misused a lot and is often used to mean 'trend', yes.
There is no 3rd person perspective yet.

Haha, I love seeing our unit called out on the forums

We want to see our ELO to help with things like understanding how matches are generated, tournament result fairness, and to help sync drop 8 mans for league matches. We already have inflated egos. This won't add to it.

I'm sure they have some form of plans to set up a lobby system so that tournaments can have a more structured way to run their shtuff, god knows when they'll finally get it done though

Third-Person View will be first released for testing sometime this summer in the Public Test Server, which isn't exactly the same environment as the Live games where the matches count toward your stats, n' stuff. The Public Test Server isn't up and running yet, and will most likely require users to be running a separate Testing Client instead of the normal program we boot-up to play, but when it is up it'll be at pre-scheduled times when the Devs want to have the testing take place.
The game's Staff use the term MetaGame to describe all the non-combat aspects of MechWarrior: Online that are still considered to be something you progress-through and participate in; examples would be the in-game Economy, the Planetary/Territory Capture campaign, the Loyalty you earn with the great dynasty Houses, etc. Players will often use the term Metagame to describe whatever is the current trend in combat tactics, however that's not really a "Metagame" because the term meta implies transcendence, rather than submersion.
The tentative plans are to have the Mercenary-portion of the Metagame be first-person only (since it's where many of the strong core fans and competitive gamers will be playing), where all pilots have to keep their eyes inside the cockpit. Anyone who wants to play in the general inter-House fighting in the regular Armies will be presented either 1 or 2 choices: 1.) which perspective you want to view from (first person, or third person); and people who chose 1st person get to chose 2.) who they play against (only other 1PV players, or a mix of everyone). Playing as 3rd person means you're going to be fighting anyone who's in 3PV or anyone in 1PV who doesn't care who they are fighting against. These plans are tentative, as mentioned before... but I do hope they stick.
Your Elo Ranking is a calculated scoring (unique for each weight-class, so you actually have 4 Elo Ranks) that's meant to represent how well you can fight, and is used to help balance out matches in terms of player skill. Although individual player stats will be made available for public viewing, such as your Kill/Death ration and some other stuff, your computed Elo Rank will not be made public or even known to you (knowing your own Elo Rank makes it too easy for unsportsmanlike groups to coordinate together and stack matches in their favor while bypassing the game's Premade Group functionalties and controls).
