Make them area of effect weapons. In other words, have them spread their damage over multiple locations. This way they'd be on much more even footing with lasers, which also spread their damage through the persistent beam mechanism. And, since aimed shots are more difficult at long range, the nerf would be felt the strongest in short range engagements. Lasers could even become the superior energy weapon for concentrating damage at short range, while the instant damage of the PPC would allow it to retain its status as the preeminent long range energy weapon.

If you do that then carrying 6 PPC would be more preferable if someone likes to use PPC.
