Why Can't I Upgrade?

Hey Guys,
This is probably something simple I have overlooked, but, I cant seem to upgrade my armour or structure etc.
It go green when I select and says I have enough to purchase but it never gives me the option to actually buy the upgrade.
Can someone help please?

Double click on it to add...

Or Drag and Drop like what you already do for weapons/heatsinks/ammo.

You must "move" the upgrade into the choosen Section (Structur,Armor,DHS,Artemis)

Double click never worked but drag and drop did
