This a little more helpful:
http://www.cooltexan.com/bte
Search for any Mech, and note the year. If it is on or before, 3050 at this point, then it is a likely pick. Also, anything that is fairly similar and can be built from another variant is not likely where they combine variants into one.
You can also search here by year:

Possibilities:
VTR-9A
VTR-9A1
VTR-9B
VTR-9D/9K (basically identical, only canon difference - different manufactured components)
VTR-9S (can be built with VTR-9B)

The variants available from the timeline perspective are:
VTR-9A
VTR-9A1
VTR-9B
VTR-9D
VTR-9K
VTR-9S
However we will not be getting all of these because some are just minor alterations of others. What really defines them is the hard point layouts and whether they use LosTech.

Worth noting that the 9B is pretty much guaranteed, since it is the "default" Victor, and as far as I know PGI hasn't skipped a default mech yet.

I think your right with this one. The standard variant is always in. Then they try to pick at least 2 more than have significantly different weapons layouts.
My guess is the 9B, 9A and probably the 9K variants.

timeline made easy:
Go to the Mater Unit List, typ ein the Chassis name, and they will give you a list of ALL canon Variants of a Mech, with the year of introduction at the very end of each entry line, like THIS:
http://www.masteruni...me=battlemaster
the Current Year is 3050, so anything introduced AFTER is not currently allowed.
