Mine is similar to OP but I get fast start-up 1st or 2nd from the elite tree. I run pretty hot mechs and it is only 4000 XP.

Why put all the time in just to come up short? Unless i never plan on using the mech again i always get that extra module.

Heat- then the most xp one next
Speed tweak- then the same
I save up for the ones that cost the most, so it doesn't feel like such a grind at the end.

It really depends on the Mech, normally I would go heat first but on ballistic boats like the Jagermech it’s the last pilot skill I care about.

ultimate goal is module slot of course but for me i go similar to you Heat then twist then turn. for second tier i just get speed tweak first then whatever i happen to have exp for when i look at mech tree. Since the firing ones dont really do too much and in some ways counter the heat improvements not in a bad way but you get my point.

I agree the twist and anchor tweaks are pretty important. The only elite level worth anything is the speed tweak. Rapid fire may actually do something, rapid start is meh, and pin point doesn't do anything. The best thing about elite is the 2x basic.

Energy: basic: heat > mobility; elite: speed, fast fire, pinpoint, quick start. Ballistic: torso twist speed, twist x, anchor turn, then heat then rest. Master all. Rarely the mech totally falls apart under me, meaning "we" do not fit: then sell and re-use mech bay.

Basic:
Cool Run
Heat Containment
This are most important on 95% of builds.
Twist X
More range of motion is king in circling fights or even in times when a target pops up on the extreme edges of your screen.
Anchor Turn
Hard Brake
Kinetic Burst
Mech are lumbering monstrosities and being able to start, stop and turn faster a massively important.
Arm Reflex
For me very little importance. I already have my mouse sensitivity set way down because when it is too fast, you lose the ability for fine aim therefore the last thing I need is a skill that makes everything move faster again.
Elite:
Speed Tweak or Quick Ignition depending on initial mech speed.
If I have an already fast mech I perfer the heat releated skill, if a slower mech speed is king
Pin Point
Not sure if this really does anything but it sounds important
Fast Fire
I chose this last because it changes the heat dynamics of the mech. Unfortuantely the byproduct of faster firing is more heat generated. If you chose this first your mech will tend to overheat more if you chose it last, the extra heat generated is offset by the fact that your basic efficiences get doubled when you complete the Elite tier (Coolrun form Basic doubles in effectiveness and offsets the extra heat from faster firing).
Then I might get master but considering the cost of modules, I rarely equip more than one currently.
