Because the merger is still fresh and the citizens of either half still habitually associate with the traditional ruling house. Personally I will go for the shotgun approach. Since Overlord gives four I am going to get one each for LC, FS, FRR, and DC. Had I the option I would chosen SIC and MC over FRR and DC. But no, no Saint Ives Compact or Periphery relms for us.

Actually, it's more because each half is still nominally ruled by it's own leader. The FedCom really only came into it's own after the Fox died following the Clan Invasion.
