Because the merger is still fresh and the citizens of either half still habitually associate with the traditional ruling house. Personally I will go for the shotgun approach. Since Overlord gives four I am going to get one each for LC, FS, FRR, and DC. Had I the option I would chosen SIC and MC over FRR and DC. But no, no Saint Ives Compact or Periphery relms for us. :)

Actually, it's more because each half is still nominally ruled by it's own leader. The FedCom really only came into it's own after the Fox died following the Clan Invasion.
