The current system has so many rules and specific action based rewards and yet fails to really reward properly the actions that allow for a team to work together and ultimately triumph. From the scouts who never fire a shot but create distraction and disruption to the player who moves in and sacrifices himself to create that opening for his team to complete a flanking move.
I would propose that the developers take a serious look at a team based reward system. All c-bills and XP earned by each player are pooled and at the end of the match distributed to each player as a straight up pro-rated split. The beauty here is that you can even have it so that there is individual recognition by having say the first 25% of rewards given to the player and the reminder into the general pool.
This will allow for selfless players to be rewarded for their contributions and would encourage a much greater depth of team play and bonding between players.
A further note, the numbers being used are for illustrative purposes. As there would be many ways to vary the individual vs pool rewards.
Also, there was a post that this was like communism, but I would point out that this is a team based game and right now the reward system is reflective of team based play and rewards.
