This guy has the right idea. Look for something that's slightly into the upper side of midrange, but without refference cooling.
ATI's stock cooler's are still kinda crap, while nvidia has a bit of a pricing issue where i'm around. Think nvidia's 650 is around the same performance but sligtly slower.
Alternatively, you could go for a good 2nd hand off ebay. Might get better performance for relativly the same money.

uhh honestly thats a 2011 chip, fits his pricerange but is already outdated.
As a carry-over card, sure. But not very future proof. Sucks craploads of power in comparison.
Plenty of best buy guides on google.
Some sites do those every quarter these days, anandtech, tomshardware etc.

NVidia "optimal" options:

AMD "optimal" options:

I ended up buying this:

However, I missed this deal before I ordered...

Anyways, something around the GTX 650 or HD 7750 or better should be where you should be looking at (factoring cost, manufacturers, whatever).
Avoid the DDR3 or GDDR3 options for video cards, despite the memory capacity increase as your memory speed (and overall performance) is crippled by comparison.
At the price you're spending, you'd be lucky to get 2GB of GDDR5 based video cards.

If you can find and and afford it, go for it.
Just remember that there are power and heat considerations that have to be addressed first like for example some of them use 2 PCI-E power connections and then there's the airflow in the case...
I'm not saying everyone suffers from that, but you those have to be dealt with first.

For sure he can search after a non-reverence design. My 5870 from Power Color was the coolest high-end card I ever owned. My actual 7970 runs hot like an oven compared to my last card.
