How about CoF based on number of shots (like Homeless's Bills suggestion)?
Fire 2 PPCs, your pin point accurate for those shots. But will have to wait 1.0s before you can fire 2 more at pin point accurate.
And you can easily fix a CoF to be extremely small, making it where you don't miss, but instead hit different locations on a mech? Make it where 0% to 66% throttle (based on the fact that walking speed in TT is 66% of running speed) has the same CoF, which is extremely small. That fixes your "hurr hurr stand still herp derp" answer.
Why is it so bad that if every weapon you fire does not hit the location your aiming for? It just breaks the entire system.
The armor/internal structure/heat/damage/RoF is balanced around the fact that weapon fire is randomly distributed when firing at a mech. MWO has taken that away and that is why you see the problems you see today.
And that is why this problem has existed in every MW in existence.
