I do not recognize the legality of this discussion, St. Ives is a rebellious state and is rightfully the sovereign property of the Capellan Confederation. Any more discussion on this topic will be referred to the Maskirovka.

St. Ives went Indie during the 4th Succession War ((around 3030)) when Max Liao went full on crazy after being surprisingly (( no eye roll big enough for this)) betrayed by the son of Hanse Davion's Spymaster. That's right, not only did Max not think that it odd that the son of the Fox's spymaster would turn on the FedSuns but he couldn't wait to not only make the man his most trusted advisor, tell him where all his troops were, let him plan his realm's defense, and even had no problem when the guy started to sleep with his eldest daughter... who was the Duchess of the St. Ives.

When Morgan Hassek-Davion attacked the CapCon to get the spy out after he basically cost House Liao half their territory, Candace Liao went with him and she would break off her lands from the rest of the CapCon and form the ST. Ives compact. They would have 4 children, the oldest of which Kai Allard-Liao would go on to become one of the scariest mech warriors that the IS ever produced.

In all actuality, St. Ives isn't a separate House. The St. Ives Compact is controlled by House Liao. Duchess Candance Liao was the eldest daughter of Maximillian Liao. She could have been Chancellor of the Confederation had she not chosen her lover over her family and split the St. Ives prefecture off from the Capellan Confederation.

Yet regardless of how her choices may have affected the Confederation, she is a Liao to the core. It would be a very dangerous mistake to think otherwise.

I would treat St. Ives as independent, based on the fact they were allied with the Federated Suns, an enemy of the Capellan Confederation. I don't think at this time (~3051) the CC has any control over them.

Without a doubt. She even told Sun-Tzu that the reason she didn't take over the CC in 3030 or after she killed her sister in 3052ish was that if she had the CC would have ended up as nothing more than a puppet state controlled by the FedCom if not completely absorbed by it, and she didn't want that to happen. In her heart she hoped for a day when a rational and sane leader would show up and bring House Liao back to it's glory and restore honor to the people. She challenged Sun-Tzu to be that leader, but warned him if he was like his mother she could return and kill him off just like she did his mother.

Fun Fact: Duchess Candance Liao had the hots for Jaime Wolf, and when he tuned her down there were several mysterious attempts on his life. She's a Liao 100%.
