Hey folks!
So i'm running this game on an intel q6600 2.4 ghz processor
6 gigs of ram
Windows 7 64bit
Nvidea gt 520
I feel like i should be doing better than 10fps in the training grounds, and 6-8 in actual battle conditions.
Suggestions?
Sadly "buy better tech, n00b" is off the plate. I've got to work with what i've got.

your bottleneck is that GPU, GT520 is way underpowered
you can get at least a GTX560 1GB used on ebay

This. However, even with an HD7970 you're not gonna see much better than 30 fps with the Q6600 so don't go too overboard on the GPU upgrade.

Q6600 series are running on PCI-E 16x 1.0 revision
of course the PCI-E lanes will be bottlenecking the GPU power if you run a HD7970 which work best in a PCI-E Revision 3.0 slot
like i mentioned before a used GTX560 should be around 100+ but in the end you will still need a new system

gt520... if you wanna go cheap an dont care for highend gfx, try to get a gt440, gtx260 or gtx460 or something like that (i had sometrouble with the gt440, but a friend runs it with no issues, medium to high settings... i´d say it´s a gamble depending on your system as a whole)

Sorry buddy, but your gonna need at least a better GPU. Be grateful that you can even run the game with your current rig.
I'd Strongly recommend a card like an ATi 7750:
- Its under US$100,
- it doesn't need extra power connectors,
- PCIE1.0 won't be a serous constraint,
- and will give a noticeable increase in performance.

To give you an idea of what kind of performance gain it will give you, look here at the GTS 450-
