Next there's no reason not to XL cicadas given their hitboxes.

PLease keep in mind, this build is not for standard combat. This is a support mech.

I'd call a slow cicada completely invalid, except that right now it's the heaviest chassis (sub-stlas) that can carry an ECM.

My idea of a support Cicada is one that can support a team of mechs near it... My Ninja Sniper CDA-3M Cicada for instance offers spotting and fire support. If I was going to stay closer to the rest of my team I would add AMS, BAP, and switch to a Ballistic weapon like a AC2/AC5/UAC5 as the primary punch with ML, SPL, or even SL as backups. Like... Ballistic Support CDA-3M. Not my preferred build, but it can use the AC to disturb the aim of the enemy and the SLs to deal with light mechs. You could switch down to a AC2 and up the lasers to mediums like this: AC2 Support CDA-3M, though anything that isn't an Assault is better off hitting said mechs from behind.
Oh and for the XL vs standard engine... In over 200 games using Cicadas I can count the number of RT/LT engine hits on one hand.

You're no help to your Atlas buddy if you're dead. If you're that slow in a Cicada you're dead fast. If you did want to go with a Slocada then you'd still want an XL, since it lets you fit in more firepower to help that buddy of yours. Like so. But you shouldn't because you'll be a Deadcada.
