I understand the concept of using DHS to soak up critical hits but if you moved the DHS to the engine you could go FF and max armor out.. still have free tonnage at the end but no way to use it. But 11 more armor a leg is pretty hand if you like to jump a lot

A fair point, although i was just tweaking the loadout without adding too much cost. To go all out, I'd go FF, one more heatsink in the engine (for a total of 14 DHS) and use the remaining tonnage on leg armour. Maybe even drop a JJ or two for extra heatsinks if it was running too hot (which it probably would with the boating penalty on LLs).

Tweaked even more: added another one heatsink, added armor

Yeah 350 or maybe 370-375 seems the sweet spot of a Victor and the only reason a DS has the 400 is because it can. Overall I think you just give up too much in the way of firepower, versitality with a 400 but that is just me.
As far as that build, 13 DHS seems way too low an amount for 3 LLs, especially with the antiboating heat measure that will cause you to produce more heat with more than 2 LLs, so your going to be running hot most of the time, especially in close which is where you be with that sort of speed. Personally if you are going for all that speed, I would build for short range and higher firepower. Perhaps MLs and SRM6s + Artemis and a ER PPC so you can hit at long range and in close, topped off with more Heat Sinks.
Here is my thought:

Sweet spot's around 360-370, but since the next larger jump mech (highlander) is so much slower and had 1ton jets you can actually go much slower without a highlander completely outclassing you.
Running the 400XL you start having to worry about a Cataphract 3D outclassing you, though you are still 2.5kph faster than a 340XL Cataphract. Really though, you're only paying 3.5tons (incl endo) for that 2.5kph speed boost, and you've got higher max armor and more in-engine heatsink slots (plus more internals) for those 3.5tons.
Running a 395XL you're 1.4kph faster than a 340XL 3D, with 1.5tons less to spend.
If you drop to a 390 you're getting a free 0.3kph boost for 0tons less to spend.

Actually a 400XL really starts to put you in the range of having the same general firepower as a Centurion which is why I strongly doubt I will every mount one unless it is just an experiment.
At the end of the day, the best mechs balance speed, heat management and firepower. Rarely does focusing on only one of the three end up the best option.

Minus armor, plus heat efficency.
