im not gonna dig up the dev quote, but they have already stated it is not working as intended, But it is low priority and will not likely see any change until after launch. This was brought up many months ago, somewhere about jan/feb.

In all seriousness though, the damage transfer system is working correctly on the cent. It is not a bug. It MAY be something the devs see as undesirable but it is not a bug.
One of the known characteristics of the cent is that it has arm shields to protect it from fire.
It makes perfect sense that if there are remains of an arm and you shoot through it trying to get to the center you will deliver less damage to the center than if you shot it directly.
The take away here is stop crying and shoot cents n the crotch or legs.
They aren't bugged they are well built. Get over it.
