Pulse Lasers have a shorter duration I love!
Curious about how much longer capping takes in both modes. Test to see if that cap accelerator module will come in handy

in short a buff to the crit seeking weapons, if you weapon deal 5 dmg and crits, then it's 5 dmg to inner structure, plus the crit dmg (let's say x2 ) who wrecks the component plus a 15% of such crit dmg extra to the inner structure.

Mechs don't have a "base damage." The notes mean that when a PPC deals a 1x crit to an AC20 for 10 damage, then 1.5 of that damage is also dealt to the internal structure of the section where the AC20 is mounted.
AKA, mechs will die faster. Because that's really what the game needed right now, mechs to die faster.

Some weapons (machine guns, lbx AC) have a multiple chances to crit when hitting exposed components. This looks like an attempt to buff those weapons while maintaining their (PGI intended) role as crit seekers.
