Slight Upgrade Or Rebuild Most Computer?

Howdy, I've been playing MWO on my now three year old computer. On lowest settings with 1920x1080 resolution, I've been getting 25-40 fps on 8vs8, considerably lower now with 12vs12. Think it's time for an upgrade, and I'm wondering how much of an investment is needed to play this game on max settings in 1920x1080 with solid 60 fps. I don't require a power system - so as long as the new system meets the requirement at the cheapest cost, I'd be a happy Mechwarrior.

My current setup
CPU: Intel i3 540 (3.06 GHz, dual-core, LGA 1156)
Mobo: Gigabyte GA-H55M-S2H (LGA 1156, PCI-e 2.0 16x)
RAM: 4GB DDR3 (PC3 12800)
Graphics Card: Radeon HD 5770 (1GB)
PSU: Antec Neo ECO 520W

Questions
+ Can I get by with only a new graphics card, or must I also upgrade my CPU, Mobo, and RAM?
+ What components would you recommend?

I'm afraid both would need an upgrade. The amd 7870 or nvidia 760 are both very nice cards that should have you close to 60(On the graphics side). You could also upgrade your cpu to either haswell or ivy bridge. Quad core is what this game needs, so look for an i5. If you want to save some money and get slightly less than 60, you could upgrade your current cpu to a i5-750 or 760 and stay within the same socket(Save money on a new mobo). I bought one not long ago for around $100 on ebay. Honestly, your ram is fine for now.

if you
still you want to retain the current PC

things you need to upgrade would be the PSU to at least 600W along with the GPU like the HD7870, followed by the i5 Quad Core CPU with a decent air cooler. Last bumping up the RAM to 8GB and you should have no issues playing this game.

I would wait, DX11 support is near and PGI promises it'll bring performance improvements and then decided what to buy.
If you can't wait or have other reasons for an upgrade, start with your CPU.
A Radeon 7850 combined with a decent CPU should give you close to 60 fps in most situations.
Before the last patch mine did.
Toms Hardware has a great overview of best bang 4 buck hardware, that might be the place you want to look up.
On forums people tend to tell you what's their favorite brand, not to exactly answer your questions.

What video settings are these FPS expectations under?

It should be mentioned that DX11 will shift more usage to the gpu. So, if anything, gpu would be the smarter thing to upgrade first.

1920*1080 and highest settings and fxaa or whatever antialiasing mwo uses.
Radeon 7850, Phenom II 965 4 cores at 3,4 GHz and 4 GB ram.
Before the 12 vs 12 patch 45-60 frames.
Recording in those settings is possible (30 fps 1080p).

There are framedrops down to about 40 when 5 lrmboots hit, but it's on the other hand not very expensive hardware.
And limiting to rocksolid 30 fps is another option.

Im in a similar situation like you only I got sandy bridge i5 processor. Unlike some of the people here 12v12 didn't do anything to my fps, I still run 30-40 fps and even 50 on Alpine and Tourmaline.

Im also looking to upgrade my computer considering some great games are coming our way (Battlefield 4, Witcher 3 etc...) and next gen consoles.

Your best bet would be new processor, i5 or i7 (sandy bridge), very cheap on second hand market now. For a new gpu I would say ati 7870, great card for reasonable price. Your psu can handle it just fine.

Now if your patient sort you could wait and see what new cards are coming from ati this year (8000 gen) and buy one of those. I know ill wait and see what they offer.

And another 4 gb of ram would be nice since its veary cheap nowdays. Youll be set this way for new games for next gen.

Under this aspect, which I would consider quite important, nvidia is a absolute nogo!
Even cpu could be better an AMD even if in raw processing power intel is ahead (but more ahead in pricing too).
