Sure, but "victim" or not, as is the normal case, those with no skills exploit it to be relevant, and those with skills exploit it to be unstoppable.

Yeah, it's PGIs fault, but it's also the players who can't resist playing easy mode.

I'll second this. I've been hit center torso within 200m on my 'Mando with dual AC20s and it did nothing. I've been hit by dual Gauss shots and only took partial damage to the rear torso. Hell, I've shot 'Mandos and all of the other Lights (only Lights have the problem, mind you) with all manners of weapons and they've just kept on going as if I did nothing.
