So with 12v12 rolled out to Production, I've been noticing a huge increase in the amount of LRM's flying around. This is obviously not a shock, since including 8 more mech's means more people to shoot those weapons, and I don't feel it's unbalanced.

Why don't I feel it's unbalanced?

Because ECM and AMS exist.

Not every chassis has ECM, but almost every one has an AMS slot, and AMS has proven to be super useful since their buff a few months ago. There is a significant difference in the amount of effective damage any missiles can do when a single AMS is around, and more so when more than one teammate has one equipped.

The only hole I see is that only two chassis have access to Double AMS, and both are Assaults. While this is awesome for protecting the slow moving Assault itself, it limits the mobility of those seeking protection from missiles.

Which brings me to what I want to suggest:

A Locust and Flea variant that has access to dual AMS. Essentially, a mobile cover system from missles, these 20 Tonne mechs aren't able to carry much in terms of fire power in the first place, so having at least a variant that I can create into a utility support mech would be great.

Think about it PGI?

Nice idea, especially as the LCT-3M already has a AMS (like STK-5S and AS7-K), so it should be possible to mont two AMS. Hopefully PGI introduce this variant...

Having sat back and thought about it, I can see where your coming from with the Flea (If we get it). The Flea would make an excellent escort unit for convoy support missions or side objectives (If we get them). If configured as you have suggested, a Flea would be able to provide heavy AD cover against an Air Threat or LRM's; it would become a sort of roaming CIWS system.

The Alternative
I have one spare Mech bay left, it's waiting for a Flea, I see the Flea as the one unit that may be able to actively hunt and destroy Jenner's. Of course this assumes that the Flea comes with the speed advantage that it should have, and is not restricted.

Best guess - one of the flea variants will receive ECM, as a future variant gets it later. They did the same with the Spider, which also receives ECM later.

Some Clan Light Mechs have Dual and I believe, even Tripple AMS as default on some alt configs.

We don't need this, we just need the flea!
