Obviously, you don't want to use bright purple as a scout, but if using whites/greys on a winter map will be more effective, I'd love that, and the ability to easily change my paint.

Cloaking from sensor is part of the canon, visual cloaking isn't.
The closest you will get is stealth armour which is a post FedCom civil war tech, Roughly 18 years from the MWO setting. Given that thus far the developers have been very respectful of the universe and canon it's not going to happen.

Pretty effective I imagine. On the sketches of dev blog 6 we can see camo patterns for woodland, grass, dirt, desert, snow and urban environments (not in the military or anything, so correct me if I got any of them wrong), with the option of changing any of the colours of the pattern. It wont help you much when you're running at top speed, but I reckon you can blend in pretty well in any environment if you stand still -- assuming you have the proper camo.
Edit: see http://img.mwomercs....ev_blog6_19.png for example, http://mwomercs.com/...blog-6-mechlab/ for the entire post.

[edit] Description
The Chameleon system was designed to make a 'Mech invisible to the naked eye. By using a primitive mimetic system, the outline of the 'Mech carrying it was broken up, blending into the surrounding terrain. The Chameleon was very effective because unlike the Null Signature System it worked against sensor systems and visual observation.
As one of the key technology advances of the Terran Hegemony and Star League, the Chameleon LPS was jealously guarded. It was never deployed in large numbers, appearing only on one variant of the Exterminator used by the Star League Defense Force Royal Divisions.[2] (The Chameleon may have been installed on one or more versions of the Spector, or retrofitted into 'Mechs used by the SLDF Special Armed Services units however.) ComStar used the few Chameleon LPS systems they had to develop the Mimetic Armor used by the Purifier Adaptive battle suit. Later, the Word of Blake would use the technology of the Chameleon LPS, Null Signature System, and Stealth Armor to develop their Void Signature System.
Though several Exterminators equipped with the CLPS were a part of the Exodus, the Clans saw it as a dishonorable tool used by inferior warriors and mothballed it.

As for it being included in MW:O? Doubtful, considering how rare it is in 3049.

It can do visual cloak as does the Spector. Later on, the Word of Blake Perfects the tech for the Raptor II mech, the purifier battle armor, and their omni stealth tank...
