Since always.
1st person Mech sims have never appealed to casual gamers; only the most dedicated BT/MW fans and flight simulator junkies.
3PV has always had more appeal in the casual gaming environment; hence the reason it's so prolific on consoles and arcade games...and unfortunately later versions of MW.

The 3PV is hardcore isn't it?
No minimap - arm locking?
Enemy knows where you are
A lot of disadvantages for seeing a little bit more of the battle field?
However MWO is neighter a Sim in 1PV nor in 3PV

The vast majority of MechWarrior and Battletech related games have included some form of 3rd person or isometric view actually. And even the oldschool Tesla virtual world pods, one of the first gaming LAN paid for setups included a full replay in 3PV after action. Battletech was built on I like the look of that shiny mech, want to paint it, want to move it around. If we liked cockpits we'd all be fighter pilots.
