UACs need to have a jamming mechanism a bit more sophisticated than this {Scrap}. PGI doesn't understand it and they're too lazy to implement because obviously 3PV was far more important.
15% means squat. They can jam 15 times in the first 15 firings when they're needed, and then not jam for 85 instances when they're not needed. Heck, if I went to count the jamming rate would be higher than 15% because probability works that way. It's also the law of big numbers. They can't just come up with a jamming chance while taking into consideration thousands of fired shots.
