Kintaro or Griffin with TAG + Streaks + an LRM-5 to 20. Bringing a UAV and even a NARC could add to this, too, as the tag/narc bonuses double trigger with both in use.

CBill rewards are tilted towards Damage scores (in addition to winning). Savior and Defensive kills are good, but you have to first be good at killing mechs.
Given all that, if you are willing to spend MC the Ilya Muromets with 3xuAC5 (and optional 2xMLas) is a great platform for farming CBills. With the JJ nerf incoming today it will be even better compared to other mechs. Combine the Hero bonus and likely high Damage numbers, you'll be making pretty good amount of CBills per match.
If you don't like having to put up with uAC5's jamming, build an AC2 boat like Koniving suggested, or LLas/ERLLas depending on your chassis.
