This is like opening an ice cream store, inviting everyone in and then giving some free ice cream while the others who didnt get any have to sit and watch. The funny part is then you ask those that were made to sit and watch others get preferential treatment to buy the product.
Both paragraphs are wrong, everyone throws their name in the pot and its chosen at random. You
invite people to participate, but you cannot give away everything otherwise there is no lottery. Thats like having everyone buying lottery tickets and then everyone wins...a little bit instead of one big pot.

Wargaming is a terrible company when it comes to business, everything they have done is to "encourage" you to throw money away from that crappy matchmaker putting crappy tanks up against tanks they can't pen requiring you to pay premium for extended lengths of time to offering $.10 cent individual shell gold rounds to counter thicker armor while driving those crappy tanks (instead of say...1000 rounds for a dollar). WG basicly takes a small budget , turns it around and makes 10x that much with a low quality product that people throw out high quanity amounts of cash (like buying water at the super market, 1 bottled gallon for a dollar or go buy a filter device for $30 that can produce hundreds of gallons before it needs to be changed...which is the better deal? WG is the bottle BTW, you spend more for less). I am willing to spend money on F2P games, but damn if I won't pay for a low quality product that puts biased handicapped tanks (Sherman, PzIV, KV-1) up against other tanks with 3x the hitpoints that nearly 1 shot them everytime and 9/10 matches have top tier tanks all day...
guys on the top have it easy mode when they stomp them and then get to gloat how easy it is...would love to see these 59% dudes take a platoon of tier 1 tanks up against a T-54 driven by a skillless newb, yeah the T-54 will win by the skill less driver since the tier 1 tanks suck *** in comparison.
