Should Mwo Run Decently Enough? 40 Fps?

Iam wandering why my pc cant handle MWO. I got fps from 06-21 which makes playing this game awful.
Is my rig just to slow for it?
What kind of settings would you suggest?
My setup:
CPU: Intel i5-3470 @3.2 GHz
GPU: Nvidia Geforce GTX660 2GB memory
HDD: Old Samsung 5200rpm internal device
RAM: 8 GB DDR3
Running on Windows 7 64 bit.

1) Update your drivers
2) Clean the interior of your PC from dust
3) Reinstall MWO
4) Reduce settings xD
5) Reinstall Windows 7

Settings:
To be honest I tried pretty much every setting possible. There is no difference in the fps (at least no improvement, its happening more then often that lower settings result in even lower fps).
PC health:
Completly clean
Every driver is up to date
I reinstalled MWO, even set up my system completly new.
Could it have to do sth. with the harddrive?
That thing is 12-13 years old and maybe the cry engine 3 takes a lot of stuff from the HDD? I know most people say its not possible that the HDD has influences on anything else then loading times.

Do you have the possibility to try another GPU/RAM? Do you have the same problem with other games?
You really should change your HDD. It is old enough that it could fail every moment and then you will lose the content. An SSD is never a bad investment xD
But I don't have a clue if an old HDD will influence your performance when you have enough RAM.

Things to check:
- Close most background programs
- Defrag your HD (Not likely an issue, but it can't hurt)
- Run CCleaner to clear out stuff that builds up in your registry
- Update your video card drivers
- Run it with disabled visual themes in the properties/compatability part of the shortcut.
- Don't use Avast.
Then drop it to medium and see how that runs. Keep in mind you need to redrop every time, so test it out in the training grounds, though keep in mind you'll take a slight hit in the live game.

I have a similar system (with an i5 3570k with stock frequencies), same amount of ram and GTX 660;
I play @ 1920x1200, textures on high, effects and particles at low, the rest at medium without post AA, vsync from the game is off (dynamic vsync in nvidia drivers is on though) and it's 60 FPS stable, besides a few maps or moments of which only the game engine is culpript (but we're speaking of a few drops that rarely go below 40 fps).
And I have Avast.
I bet your issues rely on game settings, the HDD can be slow (I'm on a SSD) but the level once it's loaded shouldn't hurt FPSs if you have a slow hdd or not. Follow advices to upgrade drivers and keep adjusting settings.

Checked the temperatures on everything so nothing is overheating and throttling down?

Obviously, you want to start MWO with the lowest settings available, just in case CryEngine is messing things up for you. There are still a few performance bugs.

I've been using this since a while now and since then my frame rate is stable at 60. Before using this my fps was 25-30. Now every match 60. I'm amazed by this. Try it!
Also don't forget to update your nvidia drivers regulary.
CPU: Intel Core i7 2600K Boxed

HDD: Micron MTFDDAC128MAM-1J1 128GB
RAM: Samsung 8GB ddr3/1600MH
And again use Nvidia experience, it's AWESOME!

i am familiar with skrim and coh2. i cannot run coh2 in highest settings but i can run mwo in low 60fps and med around 45-50fps.imho there is no way you cannot run this game in at least med 60fps if you can run coh2 maxxed. unless...
first thing i would do i check your internet. it could be that someone is downloading/streaming heavy data while you are playing and its affecting your performance. in my experience, when someone is downloading stuff in my house, its effect on mwo seems like a lowering of fps.
secondly, you could try using a different gpu driver.i am on a laptop and the latest (?) beta driver has performed better than the last whql one.
and if those two things dont work, only then should you look into replacing your hardware. with that said replacing your hdd into an ssd will make your whole system feel like new and prices are going down.
