Ok I think I know what the lines are, they appear to be zones with a slope in a certain range. If that's the case they're the underlying grid that determine mech slowdown.

Nope. its the new Jumpjet module at work (it gets your mech higher).

was changing view after falling in combat and I found this, seems like a parasite behind the cockpit of another partner.

That is the rendering of the cockpit of the mech sized to the mech body (in scale) (makes you feel small doesn't it) these are the type of things the graphics engine has to track which make this game so hard on cpu's and to a lesser extent, graphics cards . I have seen this when going from third person view into first person view but only for a short time.

I'm not 100% sure, but it looks like you're somehow seeing the cockpit through the mech. You can even see the little screens and windows if you look closely.

Would you like to expound on what graphics exactly are done on CPU due to DX9?

Sort answer it's Multithredding, not particularly a graphics processing issue.
DX9 does not make use of MT hence the GPU is often left waiting for its next command (impacts Frame rates) because DX9 makes use of a single thread to generate renders and more threads for other work which leads it to impact CPU performance.
