The real question is do the dev's think it is cheating? Judging by the rate that keys go out, you would be breaking the spirit of the lottery, and they could just ban you for doing as such

What about people who have the same first and last name? What about the John Smiths of the world? You can't use real name and count it as one person, you have to count each account as a unique entity and assume it's a different person. Even if you took the middle name into account, there are a lot of people that share all three names.
Good catch...

Well, again, we just don't know all the dynamics involved. If the rules don't say you can't, then don't openly judge people who do. Keep it to yourself please. It makes for such ugliness.
P.S. And even IF they DID restrict beta entries, one per person, some people would still break these rules. It is up to PGI to police that. It is not for us to point pitchforks and cry witch about.

Problem is, all of your computer specs are the same. If they are not picking you now because of your computer, they wouldn't pick another account with the same specs. Besides, they might find it odd to have 25+ computers with the same specs and might ignore you just because of that alone.

The thing that bugs me is people wanting to get in on the beta just to play the game early. Right now it's about figuring out the bugs and reporting them. The guys in the closed beta are working hard to US, the guys not in it, in order to make the game better by the time it opens up.
Seriously, I think PENDING fever is sweeping the player base. Go pick up living legends or MW4. The latter is free, the previous is free and playable if you have Crysis.

Believing something is wrong and making that statement is being humble and respecting others yet making your views known. We all like to be heard. When you accuse someone of being wrong based on your beliefs, that is when things get ugly.
"You hurt my chances for Beta because you made multiple accounts and that is wrong, it is cheating etc..." Sorry, your beliefs do not change the rules that multiple accounts are allowed. You are pushing your beliefs on others and trying to make them conform with your views to make your odds better, that is really poor form.
"I only made one beta account because I feel that is the right thing to do for myself and the community..." Cool, respect.

I read over the code of conduct and terms of use and didn't specifically see anything that highlights the creation of multiple accounts, SO LONG as you are not providing false information. If you provide accurate and true information and just create multiple accounts, it looks like it's technically OK.
Although I'm sure it's against the intent of PGI.

No amount of pointing at contracts and agreements and saying "they say it isn't allowed" will save you if the dev's don't like what you are doing. If I made fifty thousand accounts so i could get and sell keys, there would be repercussions. Betas are for testing, not for you to just play and have fun. Generally anything that can be seen as damaging to other players beyond normal constraints is open for disciplinary actions. Its people that go against the desire of the developers for personal satisfaction that make it so we can't have nice things.
