There is a very simple reason for this. Money!!!! Light mech heroes don't cost much MC, yet (probably) cost just as much money to design/implement and probably won't sell as much = less profit. A hero atlas on the other hand, can not be bought with the $30 MC package (which is the most often bought package and it would cost 500MC over that) and so would also probably suffer fairly low sales due to being the most expensive mech possible, while not being as good as the DDC to use (other wise people will complain of pay2win). {EDIT} Actually, heavy metal also cost over the $30 package and sold a lot, but that was clever marketing by making it the only way to buy a highlander for quite a while (I think it was 2 weeks).
You make some good points. Also, the Raven does not have the new weapon model system added onto it yet either (machine guns look like machine guns, Gauss look like gauss, ect...) so maybe they are waiting for that too?
I would also counter the not making much money by saying that the volume of potential sales would make up for it. While I don't have any hard numbers or data to back that up, other then personal observation, I can say that based what I have seen the Raven is dam popular. And im pretty sure that if built with ECM, a Raven hero would sell like hot cakes ^.^
