Could you do us all a favor and just master it once and for all? Getting really tired of punching mechs at point blank range and not doing damage...

Seen it... been both the recipient as well as the benefactor of it's fallout. That said, I've seen / experienced it far less than I ever have in the past.

Out of curiosity... you on Time Warner, AT&T or some other local provider? I have some tweaks for both carriers and if it's local carrier I can find out who they lease their lines through through my employer...

I absolutely agree. Last night it was back to being terrible. I was not registering hits that were showing as completely center torso on my screen.

Agreed...it is quite annoying to say the least. However I really have this problem with SRM's only. So I try to minimize my reliance on SRM's on builds.

You do know that other country internet isn't bad... it's that any game WE want to play is situated in the US to appease the whales of any game. Their the consumers most likely to dump huge loads of money into a game, but the revenue for the game will most likely be exceeded from international sources then that made within the hosting country.
Remember ping is a 2 way street, I've had low ping players kill me whilst I was behind a building, probably like I've done to them. HSR is the means to try and cater to a international player base... it's still hit and miss and questionable at times (particularly on smaller hitbox mechs and the communication between client and server expectations).

Actually Internet infrastructure in Brazil is quite terrible, and has been for some time now.

This is how ELO should work my ping is 40~60 avg so I really don't think it's fair I get paired up with anything above my tier or close. If you lag you should play with people that lag like you. That simple.

With distance, everything you do is delayed by (pingx2). It adds up.
Now after HSR, MWO is one of the most internationally friendly games I have ever seen and I have seen a ton. The only other game which has something like HSR is BF3.
The current issue with HSR seems to be a bogging down problem. It has happened before. Have they tried restarting the server on a regular basis?

Right so let's get this right... you EXPECT the game to play and reward specifically only you, you buy into a product based on your expectations and wants... that's fine if you were buying a product with a set description, set need, that does what YOU need it to do... kinda like buying a boxed single player game.
You know something that you want in a genre, play in a game and enjoy all to yourself. Well I think this might come as a shock Mr. Troll... this is a online multiplayer game... YOUR needs are only one of many, and YOUR money is only a drop in the ocean. So a large multiplayer game with multiple people all wanting it t ocater to THEIR needs and wants all because THEY'VE put money into it is expected to deliver a game just for YOU!
Wake up and smell the clean fresh air outside that basement... a multiplayer game that is aimed at an international audience is going to compromise amongst the various needs and demands of the commercial viability of thousands around the world so that everyone has bits they came to expect to be incorporated or need to play this game.

I'm on TWC as well, running the high-speed package. Problem is it's asynchronous (10 mbps down and 1.5 up) and as such without a bit of tweaking up front both ends seem to suffer...
- Go to something like: http://www.speedtest.net/ to get your baseline and see if your getting the speeds your supposed to be.
- Run this, set the connection speed to what your service expects.
- Choose optimal settings and apply..
I'll be very surprised if your connection doesn't increase.
I typically get 12+ mbps down and 1.5 to 2 down with sub 20 pings...
Let me know how it works for you.

Before Optimize: 15 up, 1 down, 25 ping
After Optimize: 16 up, 1 down, 20 ping
Guess we'll see if it made a difference in the game. (Honestly, I think it's packetloss on the part of my opponent..but we'll see!)

My guess is that the DOT on lasers is registering a lot less than it should. Point blank it gets even worse. Blaming high ping players might not be the right answer because it seems that the high ping player gets same disadvantages. Could be the actual difference of the pings that matter.
Just my thoughts on the subject, prepared to be hammered down by technical facts and wikipedia links
