Not really. Slow with limited range is hardly unbalanced. dual AC/20 on an assault would actually be 100% fine. Certainly it would be one of the strongest brawlers, but like all brawlers, it would have exploitable weaknesses.

What wouldn't be fine is quad AC/5s or UAC/5s on an assault. Thats what PGI needs to be careful of. 4 ballistic slots on an assault would be highly unbalanced.

So a king crab is fine. An annihilator is not.

Depends on the tonnage. A 100 tonner like the King Crab I'd be dubious about giving 4 ballistic hardpoints, yes, but an 80 tonner would only outweigh the Cataphract, which can already quad-AC/5, by 10 tons. I don't think a quad-AC/5 Awesome would be particularly gamebreaking.

Honestly I think it's basically supposed to be the advantage of using a Heavy, to accompany the downside. You have a more specialized chassis that may be marginally faster, but you also have less tonnage to play with that specialization with and less armour.
