That being said, because I stream and still want to be able to see the Twitch Chat as well as mess around with throwing in animated GIFs and other things within OBS I always play in windowed mode (1600x900).
I'd be happy to take a look at your settings and help in any way possible.

Max bit rate = 700 (same for buffer)
Audio bit rate is 128
My base resolution is 1280x720 (same as downscale)
FPS = 30
Everything under Advanced in Settings is stock - I did not make any modifications at all:
Multithread - Check
Priority Class Normal
Buffering time = 700 milliseconds
CPU Presets = veryfast
Encoding Profile = High
Keyframe Interval = 2
CFR - Check
Bind to Interface = Default
Latency = 20
I haven't had any issues with sound whatsoever.
When I run GameCapture, I select the MWO client as my Application from the drop-down menu. I check the "Stretch to Screen" option and leave the other boxes unchecked. Gamma is left at the stock set-up of 1.00.
I'll admit that I have never attempted this sort of thing before, so it is more than likely that I am doing it completely wrong.

nevermind. I need something that is 90% more automated and more stable than overwolf.

I used this video to learn OBS.
So far the one time I recorded, I saw a little slowdown in gameplay that I have not figured out yet but otherwise no problems.
Works in Fullscreen fine.
If you cannot find an answer here or at OBS forums, Karaya does answer comments on his video.
