Thats how I read it and thats what I'm going to go with since breaking stock mechs is out of the question and doesn't need to be discussed anyway.

Still isn't worth 14 criticals. Thats what we're looking for. An extra 30 (ish) points of armor for 19 tons of armor costing 14 crits isn't enough. It needs more. But giving more points per ton isn't good either. Then we're back to square one, just in a different tonnage setting. (maybe 55 tons instead of 35 having the best use). Push it too far and its a direct upgrade from Stnd armor.

It needs a quirk. Reduced damage transfer is a good start. Anything else?

keep it the way it is but include case (like in clan mechs) and yes FF is next to useless for any mech that is not a light (gets annoying running out to crits in a light but hey that's what you gotta do) in the TT game it only had a armor multiplier of 1.12 or was it 1.14 it was not useful for anything in the heavy or assault classes at all for inner sphere, mostly it made lighter machines a little bit more competitive with heavier mechs. clans got FF and ES for 7 crits and clan FF had a armor multiplier of 1.2.... armor is limited to 2X the internal structure value of the hit location (except the head)
