Just wondering if the bug with the centurion arms and how it takes damage is been intentionally left alone its been there for a long time now.

No, it's an intended mechanic. Most mechs have the same thing, though lights tend to have miniscule, nigh-unhittable destroyed-arm hitboxes (but they do exist).
Thus far, I have not been able to find destroyed-arm hitboxes for the following:
COM-1D
STK-3F
I have been able to find them for the following:
AS7-D
CTF-1X
CPLT-A1
CN9-A
JR7-F
BJ-1
DRG-1N
VTR-9B
SDR-5D (it may be worth noting that the Spider appears to have the largest destroyed-arm hitbox of all of the lights)
JM6-DD
Presumably this applies to other variants as well, though there may be slight variations between variants with very different limbs.
The Victor is closest to the Centurion, with large portions of its upper arms (especially the left) remaining after the arm is destroyed. Most of the lights have miniscule hitboxes for destroyed arms, though the Spider seems to have slightly larger hitboxes.
Most mechs had very small arm hitboxes, but they were there. And honestly, they should be increased in size to at least cover the joint of the arm, if not more (in the case of dedicated shield arms). Centurion is working as intended; most other mechs have destroyed-arm hitboxes that are far smaller than they should be, or apparently none at all. It is these mechs that need to be fixed; not the ones that are working like the Centurion and Victor.
What I found that clearly isn't working as in tended, is that shooting at these hitboxes (sometimes even when the arm is still intact) will fairly frequently deal unreduced damage to another component. For example, shooting the destroyed arms of the Cicada-2A very frequently dealt damage to the CT or even the opposite side torso. I've seen destroyed arms dealing unreduced damage to the opposite leg, any torso segment, and the JM6-DD was so bad that shooting its intact arms from certain angles will deal damage all over the torso components.
Centurion is working just fine. It's most of the other mechs that aren't working right.
