The problem with sized hardpoints is that the only choice you really give players is whether to downsize a type of weapon or not. You may as well just say "stock mechs only" at that point.

Do you want to keep dual large lasers and have dual PPCs? Fine, given you've reached 10 energy crit slots you lose the two remaining energy hardpoints. You can't use them. Displacement of hardpoints is free, so if you decide to go 1PPC 1LL in each arm you can but then the torso hardpoints become locked.
A similar system could be done for Ballistic hardpoints; take the Cat K2, let's say maximum allowed ballistic crits is 10: you then can upgrade those mguns to dual AC2s or dual AC5. But you could also decide to use an AC 20: you'll reach 10 crits used, so the opposite ballistic hardpoint is blocked. It would be so easy.
Missiles should not be allowed to fire multiple salvoes and get limited by available tubes in a precise location, so a cent A has 10 tubes, then it won't be able to use more than an LRM10 or 10 Srms (SRM4+SRM4+SRM2 or SRM6+2xSRM2).
Whenever you have multiple harpoints in the same location, SRMs and LRMs can share the same tubes but both weapons are limited to those available tubes, so always taking the Cent A you could have at maximum a LRM10+SRM6+SRM4.
It would be easy, the mechlab wouldn't allow you to mount weapons beyond those allowed, you could get rid of ghost heat, you could give each chassis variant a bonus in crits and differentiate each one from another, you'd avoid boating, you'd avoid cheesy dual AC20s/dual GRs, no more than 50 LRMs at once (thus letting also smaller launchers to be useful since you know the max salvo is 50 for every mech), no more 36 SRMs (Cat A1 could have max 28 srms with my sys or 24 + 30 LRMs) and so on.
Getting back IT, I'd love to see a Mauler in this game in Iglesias' hands, but given the displacement I think it could risk to be an easy target, and given that PGI's scaling/dimensions and hitbox diplacement is getting worse mech after mech.. It would be a shame to see like the Orion did, or the Awesome..

With this in place the battlemaster could trade 3 medium lasers for 1 PPC or the Dragon 5N could trade its three small ballistics hard points for 1 large to mount a gauss rifle

For starters, many of the mechs in this game has extra hardpoint slots. Then having a hardpoint system that really limits the largest of ACs from slots, like no AC/10s or Gauss Rifles in Machine Gun or AC/2 slots. The whole point of this is to make mechs stay in their respective builds, but not to totally limit customization. None of this "AC/20 Raven" or "AWS-8Q useless because everyone else can just equip PPCs".
Almost every weapon would fit under the "Medium" sized hardpoint category, like AC/5s and AC/10s, Large Lasers, LRM/10s and SRM/6s. Only a rare few would have "Small", like Machine Guns, Small Pulse Lasers, and SRM/4s. And the "Large" is mainly reserved for AC/20s, PPCs, and LRM/15s. So there is a ton of leeway but those few mechs with specific builds in mind, like the HBK-4G, has their own role of being one of a few Medium mechs to have an AC/20 while the CDA-3C being a fast PPC platform, or some of the future mechs like the Hollander, with a Gauss Rifle, still keep their uniqueness.
